Agroecology offers a holistic and transformative approach to subverting dominant industrial food regimes, yet explicit representation of gendered experiences and agency in agroecology remains limited. Drawing from a larger study on campesino resilience and economic solidarity within farmer organizations during the Covid-19 pandemic, this field report examines women’s agency in two rural Guatemalan grassroots agroecological initiatives that emerged in response to restrictions on markets and transportation. Responding to agroecological feminist frameworks, this paper explores how gendered labor, knowledge, and social (...) networks mediated organizing efforts and food access. The two cases highlight how women’s agricultural and organizing labor, both compensated and uncompensated, offered concrete alternatives for food and income access during an economic shock. Any agroecology initiative that addresses gender inequalities must incorporate an understanding of the connections between gendered labor, knowledge and networks; the ways in which they reflect and can reproduce heteropatriarchal norms; and how the collective actions taken by women and other historically marginalized people in agrarian communities can be both centered and fairly valued. As the transaction cost theory of the firm was taking shape in the 1970s, another important movement in economics was emerging: a revival of the ‘Austrian’ tradition in economic theory associated with such economists as Ludwig von Mises and F. A. Hayek . As Oliver Williamson has pointed out, Austrian economics is among the diverse sources for transaction cost economics. In particular, Williamson frequently cites Hayek , particularly Hayek’s emphasis on adaptation as a key problem of economic (...) organisation . Following Williamson’s lead, a reference to Hayek’s ‘The Use of Knowledge in Society’ has become almost mandatory in discussions of economic organisation . However, there are many other potential links between Austrian and transaction cost economics that have not been explored closely and exploited.This article argues that characteristically Austrian ideas about property, entrepreneurship, economic calculation, tacit knowledge, and the temporal structure of capital have important implications for theories of economic organisation, transaction cost economics in particular. Austrian economists have not, however, devoted substantial attention to the theory of the firm, preferring to focus on business-cycle theory, welfare economics, political economy, comparative economic systems, and other areas. Until recently the theory of the firm was an almost completely neglected area in Austrian economics, but over the last decade, a small Austrian literature on the firm has emerged. While these works cover a wide variety of theoretical and applied topics, their authors share the view that Austrian insights have something to offer students of firm organisation. (shrink)

In this paper, we analyse the current China urban and rural income disparity. Our analysis demonstrates that the Economic and Policy reforms instituted by the Chinese government over the past decade or so have had two primary aims: Firstly, to maintain political stability at all costs and secondly to transform China into a modern industrial state. To ensure political stability, it has eschewed the current Russian model for a unique Chinese model where state owned enterprises co-exist with market driven (...) businesses. This all began in 1978, after two disastrous near revolutions where the hard-line Marxist-Socialists had to concede that all was not well for the future of China, in a modern world. Beginning with the rural sector, where the pool of greatest poverty existed and improving in that sector firstly, allowed the market-oriented to greatly improve their incomes, thus changing the disparities between urban and rural economics. The period of 1985 to 2005 was a period of almost exponential growth, and the raising of millions out of poverty was only part of the positive results, but the greatest social negative was that inequality became worse, as is found in most Capitalist societies. There seems to be an initial jump in the incomes of rural China to jump out of poverty, but the effects have slowed, and it is now up to government agencies to aid the remaining impoverished to escape the traps of poverty through education and relocation incentives for industry, domestic and foreign. This does not mean throwing money at the problem, it means preventing destitution, as destitution adds to crime and other anti-social events and greatly increases instability, the anti-thesis of current Chinese policy. Perhaps the question ought to be a rethink of agricultural policies, to generate corporate farming, as opposed to collective farming, all in order to reduce rural poverty and make rural businesses into a proper and profitable sector of employment. Together, China and India account for almost two fifths of mankind. In purchase power parity terms the Chinese economy is the second largest in the world ahead of Japan, and the Indian economy is the fourth largest ahead of Germany. In less than two decades these two big Asian economies together might account for a quarter of the global product. Currently, however, both countries are still poor.Both countries might outgrow poverty, because potential advantages of backwardness as well as fairly strong (...) domestic investment favor growth. Concerning human capital formation China and India differ. China is much better than India in primary school education. Eradication of analphabetism is in sight in China, but far in the future in India. India, however, is much stronger in tertiary education than China. Another major difference between China and India is their degree of integration in the global economy. China benefits much more from the global division of labor than India does. China attracts much more foreign direct investment, too.In the past fifty years, Chinese economic performance was superior to the Indian performance. Nevertheless I reject the interpretation that either China’s autocracy or China’s communist ideology is responsible for China’s better performance. China started to grow faster than the global economy only after Deng Xiaoping liberalized and opened up the economy. Under Mao Zedong and during the great leap forward more than 30 million Chinese starved to death. Similar disasters did not happen in poorer India. If China and India teach a lesson about the impact of regime characteristics on growth, it is the following: Democracy promotes performance quite similar to the global average, autocracy as a constitution of arbitrariness permits much better performance or much worse performance.In the long run, the growth prospects of both China and India depend not only on their own economic policies, but also on Western readiness to take their exports. Open Western markets together with sensible policies in China and India may promote global prosperity and peace.A eux deux, la Chine et l’Inde représentent deux cinquièmes de l’humanité. En termes de capacité de pouvoir d’achat comparé, l’économie chinoise est la deuxième plus grande au monde, devant le Japon, et l’économie indienne est la quatrième plus grande, devançant l’Allemagne. In the last few decades, residency in some of the world’s desired destination cities has become a privilege, as housing supply has not kept pace with population growth. This has led to a significant rise in housing prices and consequently to the exclusion of middle- and low-income populations on a large scale. These developments have received only scant attention in political theory despite their prominence in local policymaking and their contribution to processes of redrawing the boundaries of inclusion into local (...) political communities. My focus in this article is on the question ‘is it morally permissible for cities to sort members by economic means, and grant the better-off privileged access to residency?’ I explore this question by examining the main arguments used to support the city’s right to selectively admit would-be members. This allows me to delineate the limitations of the city’s general duty to be accessible to all segments of society and to present particular cases where the city has special obligations to incorporate nonmembers. Feminist economics draws increasing attention from professional mainstream economists. In this paper, we discuss methodological issues, some theoretical developments – notably on the household – and issues of economic policy. We point to parallels between feminist economics and institutional economics, and argue that these relations might be strengthened to the benefit of both.

The primary purpose of this book is to present some of the key economic concepts that have guided economic thinking in the last century and to identify which of these concepts will continue to direct economic thought in the coming decades. This book is written in an accessible manner and is intended for a wide audience with little or no formal training in economics. Over the last few decades, theoretical discussions about metaphors have appeared with increasing frequency in the literature and, during the last fifteen years or so, such discussions have become more and more common in the methodology of economics. But what exactly is a metaphor? According to a tradition which dates back to Aristotle, a metaphor is the attribution to one object, A, of the name of another object, B, while this name or these qualities do not properly or normally (...) belong to A. Thus, a metaphor is present when a term used to describe A is a term which is already commonly used to name B. Defined in such a way, one must admit that metaphors are frequently found in economics as well as in other sciences. Let us consider, for example, a term like ‘elasticity’ which is extensively used by economists. According to the ordinary dictionary definition, this word designates a property of bodies by which they recover their initial form after having been submitted to a pressure; in a less technical sense, it refers to the flexibility of some bodies or to their responsiveness to pressures. The development of technology is unbelievably rapid. From limited local networks to high speed Internet, from crude computing machines to powerful semi-conductors, the world had changed drastically compared to just a few decades ago. In the constantly renewing process of adapting to such an unnaturally high-entropy setting, innovations as well as entirely new concepts, were often born. In the business world, one such phenomenon was the creation of a new type of entrepreneurship. This paper proposes a new academic discipline of (...) computational entrepreneurship, which centers on: (i) an exponentially growing (and less expensive) computing power, to the extent that almost everybody in a modern society can own and use that; (ii) omnipresent high-speed Internet connectivity, wired or wireless, representing our modern day’s economic connectomics; (iii) growing concern of exploiting “serendipity” for a strategic commercial advantage; and (iv) growing capabilities of lay people in performing calculations for their informed decisions in taking fast-moving entrepreneurial opportunities. Computational entrepreneurship has slowly become a new mode of operation for business ventures and will likely bring the academic discipline of entrepreneurship back to mainstream economics. This work aims to study strategies used in Argentine local development experiences, focussing on industrial design, marketing and entrepreneurship. In order to this purpose, backgrounds are analysed with this approach adding the study of three strategic plans for national and provincial-level that are currently in force. With the analysis of the transport system in the last decade, an accelerated cost increase is evident, resulting in a relatively higher price of distributed products. This situation that was initially perceived as a (...) disadvantage finally set up an opportunity to produce locally. The goal of this paper is to provide tools that contribute to the work shipped by key institutions for local development (public, private and intermediary organisations), and the way these interact with the actors and the territory. In particular, the identification of productive sectors and the selection of goods that can be produced and consumed locally, as a key input for the formulation of projects. (shrink)

This paper compares the very different results of the use of the theories of Arthur Lewis in constructing the mixed economies of China and the Caribbean, the widely diverging paths these economies took in the era of neoliberal globalization, and how the two can cooperate now that China has entered its Belt and Road Initiative (BRI) phase. We argue that in response to the great depression of the 1930s, both China and the Caribbean embarked on socialist alternatives to pure capitalism. (...) China took the path of revolutionary socialism, while many of the Caribbean territories embarked on reformist paths of democratic socialism. Although both of these experiments went through what we have called their Lewisian phases, several decades later China, now a market socialist state is the home of the world’s number two economy, and will soon be, if it is not already a major center of the global economic system. China now exports not only industrial goods but also capital on global scale, with the Caribbean being one of the major recipients of China’s exporting of surplus capital via its BRI. With the Caribbean remaining very much a peripheral area within the global economic system, the paper discusses the complicating factors that are likely to arise in the cooperative relations between the two regions as this gap in their locations in the global economy continues to widen. Ever since Adam Smith, economists have been preoccupied with the puzzle of economic growth. The standard mainstream models of economic growth were and often still are based either on assumptions of diminishing returns on capital with technological innovation or on endogenous dynamics combined with a corresponding technological and institutional setting. An alternative model of economic growth emerged from the Cambridge School of Keynesian economists in the 1950s and 1960s. This model - developed mainly by Luigi Pasinetti - emphasizes the importance (...) of demand, human learning and the growth dynamics of industrial systems. Finally, in the past decade, new mainstream models have emerged incorporating technology or demand-based structural change and extending the notion of balanced growth. This collection of essays reassesses Pasinetti's theory of structural dynamics in the context of these recent developments, with contributions from economists writing in both the mainstream and the Cambridge Keynesian traditions and including Luigi Pasinetti, William Baumol, Geoffrey Harcourt and Nobel laureate Robert Solow. This article uses a feminist political economy framework to analyse economic violence against women in the context of the violent disintegration of Yugoslavia and the introduction of neoliberal regimes in its successor states from the late 1980s until 2015. The authors’ focus is on the following processes before, during and after the breakup: the wider social, political and economic context of Yugoslavia before the war, already marked by the introduction of orthodox neoliberal standards and practices and combined with nationalism; (...) the period during the war, with escalation of conflict and growing nationalism; and the post-socialist transformation, marked by aggressive neoliberalism. The analysis is based on women’s testimonies given in preparation of and during the Women’s Court in Sarajevo in 2015. It points to the conclusion that orthodox neoliberal policy and privatization, intersecting with patriarchy, nationalism and conflict, induced economic violence against women in the region. (shrink)

The burgeoning literature on global value chains has recast our understanding of how industrial clusters are shaped by their ties to the international economy, but within this context, the role played by corporate social responsibility continues to evolve. New research in the past decade allows us to better understand how CSR is linked to industrial clusters and GVCs. With geographic production and trade patterns in many industries becoming concentrated in the global South, lead firms in GVCs have been under (...) growing pressure to link economic and social upgrading in more integrated forms of CSR. This is leading to a confluence of “private governance”, “social governance”, and “public governance”. This new form of “synergistic governance” is illustrated with evidence from recent studies of GVCs and industrial clusters, as well as advances in theorizing about new patterns of governance in GVCs and clusters. Despite decades of empirical happiness research, there is still little evidence for the positive effect of economic growth on life satisfaction. This poses a major challenge to welfare economic theory and to normative conceptions of socio-economic development. This book endeavours to explain these findings and to make sense of their ethical implications. While most of the existing literature on empirical happiness research is ultimately interested in understanding how to improve human lives and societal development, the ethical backdrop against which these (...) findings are evaluated is rarely made explicit. In contrast to this, Professor Hirata focuses on the role happiness should play in an ethically founded conception of good development. Taking a development ethics perspective, this book proposes a nuanced conception of happiness that includes both its affective and its normative dimensions and embeds this in a comprehensive conception of good development. The argument is that happiness should not be regarded as the only thing that determines a good life and that good development cannot sensibly be thought of as a matter of maximizing happiness. Happiness should rather be seen as an important indicator for the presence or absence of those concerns that really matter to people: the reasons that give rise to happiness. This book outlines and analyzes the economic development of China between 1949 and 2007. Rather than being narrowly economic, the book addresses many of the broader aspects of development, including literacy, morality, demographics and the environment. The distinctive features of this book are its sweep and that it does not shy away from controversial issues. For example, there is no question that aspects of Maoism were disastrous but Bramall argues that there was another side to the whole programme. More recently, (...) the current system of government has presided over three decades of very rapid economic growth. However, the author shows that this growth has come at a price. Bramall makes it clear that unless radical change takes place, Chinese growth will not be sustainable. This large, comprehensive text is relevant to all those studying the economic history of China as well as its contemporary economy. This essay from 1999, republished in Notre Dame Magazine online in July 2023, explores how the 1950s were a time of fundamental transformations in American society, a time when the United States went fully megatechnic. The hugely increased power of military, corporate-industrial and “big science” institutions developed during the 1950s signaled the transformation to megatechnic America, with atomic bombs and nuclear testing, automobiles and televisions as key symbols of that transformation. Figures such as J. Robert Oppenheimer and Edward Teller illustrated (...) the battle between national security dictates controlling nuclear bomb testing and responsible science. -/- Since the Second World War the United States has been problematically guided by a power-oriented culture, which, in the names of national security and convenience, has tended to reshape America toward an increasingly hierarchical model of society based on the system requirements of a machine. This same era gave birth to a generalized economic prosperity in the United States, to the civil rights movement, to feminism, literary and artistic innovations, and to other openings of public equality and freedom. Yet the magnification of bureaucratic-corporate structures in that postwar, cold war prosperity has ultimately tended to restructure America against the basic requirements of democratic community. The article explores novel directions in the phenomenology of economics. It analyzes how the approaches of Till Düppe and Alfred Schütz, both inspired by Edmund Husserl, may shed light on the historical development of economics. I examine the substance and meaning of economics in the context of the forceful criticism of the whole discipline recently raised by Düppe. This examination uncovers important weaknesses and omissions inherent in Düppe’s argument against the economists’ scientific aspirations. The analysis of the (...) social scientific endeavors by Alfred Schütz who develops a phenomenologically informed ‘telescopic’ concept of an ideal type is then shown to be a more fruitful and methodologically rigorous way towards understanding the developments within economics. The Schützian view permits us to see how abstract economic models originate in the experience of the life-world and are continuous with it. Accordingly, the historical development of economic science may be viewed as consisting from two broadly defined phases, where at first the formalism is steadily increasing (the ‘zooming out’ phase) and later the discipline converges back to context-specific empirical examinations (the ‘zooming in’ phase). A case study concentrating on the economic theory of politics illustrates that both the drive towards abstraction that has culminated around 1950s and the more recent ‘zooming in’ is methodologically legitimate from the phenomenological point of view. I conclude that economics has never been completely severed from the paramount reality of the everyday life and for decades the interconnection has been growing stronger by the day. (shrink)

This article investigates African women commuter trading activities in Nairobi in the first decade after World War One. Its findings derive mainly from a research project carried out in 1989-1996. The major source of data for the study was oral interviews with the women who traded in Nairobi during the years under study, as well as with eyewitnesses to their trading activities. Sampling of such respondents employed the purposive technique because of its ability to deal with the problem of (...) an incomplete population frame by conveniently drawing the required study sample from available resources. The research drew other data from library and archival sources, especially to corroborate the oral evidence. However, this article utilises additional archival and library data to achieve greater comprehensiveness than was attained in the earlier version. The article therefore makes an important intellectual contribution to the ongoing debate on the social, political and economic role and impact of African women’s economic activities such as commodity trade in African towns. We live in times when the economic logic has become unquestionable and all-powerful so that our quotidian economic experiences are defined by their scientific construal. This book is the result of a multifaceted investigation into the nature of knowledge produced by economics, and the construction of the category that is termed ‘economic’ with its implied exclusions. (...) It is an attempt to think economics Otherwise, that is, a questioning of economics as if difference mattered. Nitasha Kaul re-examines certain understood ways of thinking about economics as a discipline, especially in elation to questions of identity and difference. This book explores the notion that economics is not a timeless, universal, objective science but a changing response to the problems of knowledge and administration. The epistemological inheritance of economics is ‘rooted’ in the enlightenment, and it also inherits the liberal paradoxes of that age. Kaul argues that the juxtaposition of identity with economic is essential, and can only be achieved by critiquing establishment economists’ discourse on identity, and taking feminist poststructural and postcolonial work seriously. The author challenges the assumption that there is a simple linkage between the category economic, the entity economy and the study of economics. She envisions an economics in the plural: contextual, social, political—econo-mixes. The book brings together some of the most urgent topics of the day—the power of economics as a discipline, the questions of difference and the politics of identity, and feminist perspectives on this. It will be particularly relevant to heterodox economists, feminist theorists, postcolonial studies scholars, social and cultural theorists, philosophers and history of ideas or intellectual history of thought scholars. Kelley is an unusual figure to discuss in a philosophical journal, perhaps because she has generally been classified only as a social scientist. Yet, as (...) I discovered, she is a wonderful thinking partner, sometimes raising more philosophical questions than she resolves. Her commitments, struggles, failures, and accomplishments problematize and reveal new insights into pragmatist pluralism, feminist political choices, and the role of socialism in early pragmatism. Bringing her into the feminist pragmatist discussion gives us more examples of how to approach problem-solving from feminist and pragmatist perspectives.1Florence Kelley and Jane Addams first met when Kelley knocked on Hull House’s door early one snowy December morning in 1891. She was fleeing with her three small children from her physically abusive husband in New York, needing an occupation and a home in Chicago. She became the only early resident who was a single mother. Kelley spent most of the next decade at Hull House. Kelley and Addams had similar family backgrounds and became close friends, although they had dramatically different personalities. One thing they shared in common was that both were very close to their politician fathers.Kelley’s father was a longtime progressive congressman from Pennsylvania. He helped to develop her social consciousness by taking her along on his investigations of industrial conditions when, as a child herself, she often saw the horrifying conditions of children’s work environments. At two in the morning, she witnessed the “terrifying sight” of boys younger than herself working near the steel mills’ red-hot furnaces and molten metal. Each glass blower was assisted by one of these boys who knelt with his head near the oven as the glass came out from the furnaces to prepare the hot mold for the blower’s next project. These events left her with the “astonished impression of the utter unimportance of children compared with products” (Kelley, “My Philadelphia” 56–57).She entered Cornell University at age 16 and was drawn to the study of social science and economics. Like many college-bound young women in the late nineteenth century, she quickly became committed to social reform, focusing on women and children’s social and economic conditions. As Kelley said in 1882, in her first published article after college, “In the field of sociology, there is brainwork waiting for women which men cannot do” (“Need Our Working Women” 521). In their lives and studies, young college women like Kelley experienced the inequalities and suffering around them and were looking for a solution. Kelley developed an approach that focused on both the causes as well as the effects of the social problems she worked to eradicate. During the last decade, the interaction based models have received increased attention in economics, mainly with the recognition that modeling aggregate patterns of behavior requires viewing individuals in their social environments continuously in interaction with each other. The existing literature suggests that statistical mechanics tools can be useful to model interactions among economic agents. In addition to statistical mechanics, the network approach has also gained popularity, as is evident in the rising attention attributed to small world models and (...) scale free network topologies. These developments point to the fact that interdisciplinary research in economics, mainly using the tools of physics has accelerated to a great extent. In this paper, we review the analogies made between molecules and economic agents in statistical mechanics models, as they are utilized in economics literature. We perform a simulation study by using the small world model and statistical mechanics, to demonstrate the influence of network structure in the spreading of organizational forms, in particular the research collaboration decisions of firms. Because women gestate pregnancies while men do not, and because reproductive decisions have an enormous impact on the health, economic security, and social status of women, it is not surprising that procreation is an early and frequent subject of feminist scholarship. In recent decades, rapidly evolving technologies in infertility treatment, prenatal diagnosis, fetal tissue use, and genetics have made woman‐centered analysis of reproduction particularly urgent. Responding to evolving technology requires an interdisciplinary approach, incorporating medical technology assessment, law, health policy, (...) sociology, and other fields in addition to more traditional philosophical methodologies of values clarification and concept analysis. Even the most basic concepts require reexamination, however; the significance of birth has been given shockingly little serious philosophical attention outside of feminist approaches compared to the vastly greater reflection on the legal, moral, and philosophical implications of death. What is the nature of the decision-related personal values of corporate management? Managers' attitudes and behaviors are built upon their personal value systems (PVS). Knowledge about the structure of management's PVS assists in understanding the attributes of corporate decision making. Utilizing a survey instrument developed and used by England (1967, 1975), this article updates this research into corporate managers' personal value systems. England's PVS consists of sixty-six pre-tested values clustered into five groups. As one could expect with personal values, statistical (...) tests reveal that even with dramatic changes in the business environment the overall personal values structure has not changed over the intervening three decades. Little research has focused on college students'' attitudes toward advertising''s ethical, economic, and social consequences over the last two decades. Exploring and tracking the attitudes of college students toward advertising is important, however, for several reasons. College students represent an important segment of consumers for many marketers, negative attitudes toward advertising on the part of college students could lead to their support for restrictive regulation in the future, and there are potentially negative consequences concerning the effects of advertising that college (...) students uniquely share with other youth markets. The results of this study – a differentiated replication of an earlier study of college students in the late 1970s – indicate the salience of various beliefs that help determine attitudes toward advertising and provide a useful benchmark for future studies. Over the past two decades, academic economics has undergone a mild revolution in methodology. The language, concepts and techniques of noncooperative game theory have become central to the discipline. This book provides the reader with some basic concepts from noncooperative theory, and then goes on to explore the strengths, weaknesses, and future of the theory as a tool of economic modelling and analysis. The central theses are that noncooperative game theory has been a remarkably popular tool in economics (...) over the past decade because it allows analysts to capture essential features of dynamic competition and competition where some parties have proprietary information. The theory is weakest in providing a sense of when it - and equilibrium analysis in particular - can be applied and what to do when equilibrium analysis is inappropriate. Many of these weaknesses can be addressed by the consideration of individuals who are boundedly rational and learn imperfectly from the past. Written in a non-technical style and working by analogy, the book, first given as part of the Clarendon Lectures in Economics, is readily accessible to a broad audience and will be of interest to economists and students alike. The objective of this research is to conduct a comparative analysis of the two models of growth and development that were applied in Peru over the past six decades (1961-2021). The objective is to conduct a comparative analysis of the Import Substitution Model (ISM) and the Liberal Model (LM), to determine which of these models has demonstrated superior performance in terms of economic growth and social welfare for the country. In this instance, the documentary and systematic review of the material (...) obtained from both physical and virtual libraries was employed as a method. Consequently, a variety of economic indicators have been examined, including the primary indicator of economic growth, gross domestic product (GDP), to account for the effects of inflation and ensure the accuracy of the data. Furthermore, the principal social indicators have been examined and contrasted to gauge the nation's social well-being. The findings of the study demonstrate that the ML has demonstrably outstripped the MSI in terms of economic growth and the enhancement of social welfare for Peruvian society over the past three decades. Scholarship on gender and the European Union has consistently pointed out that EU gender equality policies have always been embedded in the logic of the market and that the economic framing has had negative impacts on the content and concepts of these policies. This article provides novel insights into this discussion by combining a discursive approach focused on framings with insights of feminist economists and examining how the relationship between gender equality and the economy has been conceptualized in EU (...) policy documents from the 1980s up until the present day. The article identifies the key actors and processes behind the escalation of economic arguments for gender equality and makes visible the economic assumptions that underpin EU gender equality policy. It argues that in recent years the European institutions have intentionally developed and propagated a market-oriented gender equality discourse, the economic case for gender equality, which highlights the macroeconomic benefits of gender equality. The economic case reaffirms the gender-biased assumptions of neoclassical economic theory and legitimizes the EU’s current economic priorities and policies, many of which are detrimental to gender equality. The European Commission represents the argument that gender equality contributes to economic growth as an innovative way to promote gender equality. However, the economic case represents a risk for gender equality advocates, because it may tame the emerging feminist criticism of the EU’s economic policies and governance. (shrink)

Feminist Policymaking in Turbulent Times offers a unique and timely reflection of the critical debates around the institutionalisation of feminist and gender-focused ideas and norms into policy. Animals in Brazil: Economic, Legal and Ethical Perspectives presents a broad overview of the complicated role of animals in Brazilian society. Its four substantive chapters survey the landscape of animal agriculture, animal protection laws, recent animal jurisprudence, and the underlying cultural factors that have shaped the Brazilian people's relationship with and treatment of animals. Despite the book's title, there is no chapter addressing economics. However, it represents the first book in English addressing the plight of animals in Brazil and (...) makes a marked contribution to animal ethics in Latin America. At its best, it is very good, and overall, the volume is a worthwhile addition to the bookshelf of anyone interested in Brazilian animal law.The introduction by the book's editor, Carlos Naconecy, does exactly what an introduction should do: it succinctly describes the content of the chapters to follow. My quibble is that while Naconecy has excellent English and expresses himself well, the essay badly needed the editorial scrutiny of a native English speaker. The succeeding chapters each begin with an abstract, a simple but useful aid to any scholar who might not be interested in all of the issues the book covers.Chapter 1, “Food Animals in Brazil: Five Decades of Transformation,” ably describes Brazil's progression from a primarily subsistence-based agrarian culture to its full-scale embrace of industrial agriculture with all of its incumbent horrors. In just 50 years, Brazil has gone from a net importer to the world's second-largest exporter.The story of the country's transition to confinement, meat-based agriculture is all too familiar. It wrought havoc on community and family ties and overwrote traditional dietary practices, leading to widespread obesity, disease, and nutrient deficiencies. It also made indifference toward agricultural animals a new national norm. The level of cruelty that is both legal and common in Brazilian industrial agriculture would strain credulity if it weren't so similar to those of so many other countries. Indeed, the authors’ discussion of the systemic animal mistreatment, devastating environmental consequences, and accompanying cultural erosion in Brazil could easily have been cut and pasted into a chapter surveying the last 50 years in the United States.The second chapter is the strongest in the collection. “The Legal Protection of Animals in Brazil: An Overview” summarizes the country's animal-legal framework and situates it within the context of Brazil's constitutional prohibition against animal cruelty. The authors explain why the constitution offers little practical protection. Under the prevailing view, only those acts undertaken for the purpose of causing needless suffering constitute cruelty. Since much animal cruelty is ostensibly done for other reasons (food, science, etc.), the cruelty prohibition does not reach the majority of offenses.The authors next construct a syllogistic argument that the current legal classification of animals as “things” rather than beings who are the subjects of rights is logically and ethically flawed. Since cruelty involves suffering, and objects cannot suffer, and since animals suffer (otherwise animal cruelty laws would be pointless), then animals must be subjects of the law. Phrased differently, animals must be rights-holders. This leads into a compelling argument that the constitution not only supports but requires such an interpretation.“Cases and Debates in the Brazilian Animal Rights Arena” does exactly what its title suggests. It looks at recent animal-related judicial developments and situates them within a broader cultural and legal context. For example, the Supreme Court recently held that the Vaquejada, a rodeo-like event involving chasing and tackling terrified cows, was unconstitutional.Immediately following the decision, the legislature amended the constitution to classify the Vaquejada as an important cultural activity and thus protected under a different constitutional provision. The courts are currently considering whether that constitutional amendment is itself unconstitutional. We are further told about movements against foie gras and vivisection and about recent developments regarding custody disputes over domestic animal companions.The final chapter, “Factors That Influence the Brazilian Ethos Regarding Animals” is a broad discussion of the ways Brazilian history and culture have impacted attitudes toward animals. It is argued that because Brazil was the last Western country to eliminate slavery, Brazilians are more prone to treat animals like property and that the Brazilian temperament makes them more likely to be passionate than pragmatic. We also learn that a cultural reluctance to protest against social wrongs enables Brazilians to remain silent in the face of animal injustice and that the country's Catholic tradition instilled the idea that only people were made in the image of God and that animals therefore matter less. These observations strike me as overbroad and problematic. For example, millions of Brazilians have spent much of the past decade protesting government corruption, and the country has an impassioned animal advocacy movement. Furthermore, it is not clear that Brazilians necessarily treat animals differently than people from other countries with very different histories.Overall, Animals in Brazil begins the work of new scholarship in English on animals in the Brazilian context. The fact that some chapters are more informative and useful than others is an inevitable by-product of an edited volume and should not deter those interested in Brazilian animal law from reading it. In this paper I explore the emergence of women's organizations and feminist consciousness in the twentieth century in the English-speaking (Commonwealth) Caribbean. The global ideas concerning women's equality from the 1960s onwards clearly informed the initiatives taken by both women and states of the Caribbean. None the less, the paper illustrates, by use of examples, the interlocked nature of women's struggles with the economic, social and political issues which preoccupy the region's population. I examine in greater detail two case (...) studies of women's activism and mobilization around the impact of structural adjustment policies in the two territories of Jamaica and Trinidad and Tobago. By tracing the connections between and among the organizations and initiatives of women in the region, the paper situates the feminist movement in the English-speaking Caribbean as a continuously evolving one, fusing episodic struggles in different territories, engaging women of different classes and groups, and continuously building on past experience. Feminists have argued that the association made between teenage childbearing and long-term lower socioeconomic status hides a multitude of socially constructed inequalities. I extend this position by analyzing how the association is linked in the South African literature on teenage pregnancy to economic security. I utilize Foucault's conceptualization of the method of security. Security refers to institutions and practices that defend and maintain a national population as well as secure the economic, demographic, and social processes of that population.
